An Caution for Keir Starmer drawn from His Own History: Without Boldness on Britain's EU Exit & the EU, Your Party Challengers Shall Be.

Seven years ago, it took just eight words to energize a Labour conference demonstrating the party was falling out of love with its then leader. While not exactly stirring rhetoric, the words met with rapturous applause as delegates stood for spontaneous acclamation.

When the noise subsided, Keir Starmer, stood at the podium, blinking in surprise. He wasn't really accustomed to his speeches producing such a reaction. His statement was simply: "We are not excluding remain as an option". Context, however, is key.

In that darkly divisive time of 2018, departing from the prepared script in this way was always going to be seen as issuing a challenge to the party leader, who sought to prioritize leave supporters in key constituencies above the pro-European instincts within Labour. In just one speech, this grey-suited opposition Brexit spokesman underwent a transformation – albeit temporarily – into a political gambler who championed most Labour MPs, members and voters against the leadership he would later replace.

The Shift of Stance & Closed Issues

In the years since, much has happened, especially for Starmer himself. One of his first acts upon assuming leadership from Corbyn in 2020 was to declare the Brexit issue was resolved by the 2019 general election. During the most recent campaign, he repeatedly emphasised manifesto “red line” commitments that forbade re-entry into the EU, the single market or a customs union.

Similar to Corbyn, the PM's approach has focused on winning pro-Leave voters in target constituencies, even if polling evidence suggests a significant number have passed away or shifted opinion.

Pressure Building on the EU

However, the tables have turned and Starmer is now to face the pressures of being a Labour leader. And, if EU relations may not be the central crisis of British politics, the cap which was firmly shut for five years is beginning to rattle again.

Both Starmer and Rachel Reeves have ramped up their language about the devastation that leaving the EU has inflicted on the UK’s economy. This serves as an effective tool with which to beat Nigel Farage, who seldom discusses how leaving the EU was once his singular purpose and remains his sole political accomplishment.

And yet, the extent of the economic harm, reportedly has left Britain with a national economy that is significantly diminished compared to EU membership, dwarfs the minor adjustments so far offered by the government. The PM's much-touted relationship reset agreed with Brussels last summer provides gains quantified in low decimal points.

Internal Pressure & Ambitious Proposals

The chancellor is one of those trying to overcome entrenched interior ministry opposition to a broader scheme of a growth-enabling youth mobility scheme by which young people can travel between Britain and Europe to study or work.

The deputy prime minister has pondered publicly regarding the clear advantages of being in a customs union with the EU, as several Labour backbenchers, including the chair of the Treasury select committee, last week voted for a Liberal Democrat motion on customs union membership.

Although the Europe minister, who oversees EU policy, now present at all cabinet sessions, insists the firm boundaries are still in place, there are ways to work around them. A proposal involves declaring the commencement of talks immediately for a more ambitious agreement, for inclusion in the next manifesto, with implementation only if Labour won a new electoral mandate.

Starmer's Deep-Seated Doubts

Yet, Starmer has lately been damping it all down on the idea by warning a return to an EU customs arrangement would “unravel” the commercial agreements with the US, which he views as key accomplishments of his premiership.

Reportedly that the PM’s scepticism go still deeper, stemming from three further factors.

  1. First, he thinks any customs union agreement is now much harder as ministers are busily de-aligning from EU regulations across a range of policy areas, like environmental standards.
  2. Second, the exorbitant price demanded from Britain for entry into the EU’s new defence fund and the ensuing failure of negotiations has led UK negotiators that European nations are less interested in cutting special deals with Britain and are more focused on demonstrating that Brexit does not work.
  3. Thirdly, the new US national security strategy, which has been welcomed by Moscow, is seen by some influential figures in Number 10 as a reason for Britain to maintain distance from the EU.

An Alarming Document & Strategic Calculations

This bizarre and terrifying document asserts Europe is threatened by “civilizational erasure” due to immigration. It contains a single mention to Britain, found on a suggestion that Donald Trump’s administration will intervene in British politics to encourage the rise of nationalist movements.

But, far from deciding that this makes America an undependable ally, the government reportedly fear that deeper EU integration could upset the global balance by endangering fragile US military support for Kyiv, NATO, and other alliances.

Succession Chatter & The Echo of 2018

All of which returns us to the conference of 2018. Starmer has always said that address was not an attempt to become leader but merely an attempt to preserve the possibility of remain in a future vote. In fact, back then, Starmer still favoured a tailored trade agreement similar to the one he currently seems to reject.

Observers within the Prime Minister's office note that the Health Secretary, who just about everyone assumes would stand in any leadership election, is among a group of senior ministers letting it be known they want to go further on Europe.

Aides to the Deputy Prime Minister, another likely contender in a future race to replace Starmer, insist she won’t discuss her stance on a customs union because it would only “escalate unhelpful speculation”.

The Clear Danger and A Prudent Memory

The danger is obvious. If Starmer rules out more meaningful steps towards EU alignment, he cedes ground to claim the territory where most of the party's supporters are to be found.

It would be wise for Starmer to recall the effect that a short phrase had for him seven years ago. There are options for a big offer on Europe that the prime minister should not “rule out”; he should prise them open himself, rather than letting rivals adopt them as their own.
