Sheffield Wednesday Deals with a 'Significant Problem', Declares Football Regulator

'We will play a key role in football's future' - football oversight chief the regulator's chair

Sheffield Wednesday's current difficulties constitute a "major concern" and the independent regulator is seeking powers to look into club affairs in such situations, its new chair the official has stated.

Through a comprehensive talk, Kogan, who was appointed on Monday, showed understanding towards supporters of the Owls.

The chairman convened with four supporters' associations representing the South Yorkshire club recently.

The team have been experiencing difficulties in multiple areas in the current year, with the club failing to pay players on time on several different times, including in September.

"Evidently Wednesday represents a serious issue for football authorities and a significant problem for football," Kogan told.

"Wednesday stands as one of the historic institutions for English football and recently we have met supporters' organizations.

"We are seeking authority... which will enable us to take Wednesday and comparable cases brought to our attention if they require examination and dealt with."

Monetary Issues and Proprietorship Status

The club's controversial proprietor Dejphon Chansiri suggested earlier this year he would be prepared to relinquish control at the stadium, but he has not been able to secure a deal with potential new owners.

Delayed salary payments on time in March and May caused limitations by the English Football League (EFL) in summer, preventing the club from carrying out any transfers or loans for the next three transfer windows, although those limitations were removed in August.

Regulator's Perspective

Kogan said: "The job [of the regulator] is there for the supporters of Wednesday, teams facing challenges where fans are dedicated to a regional establishment that has existed throughout their lifetimes in numerous instances.

"I fully appreciate the club's situation, as I do for all the clubs that since 1992 have gone to the wall, or approached financial ruin, for causes separate from the followers."

When asked if the oversight body could require an chairman to relinquish a club if they are judged inappropriate, the chairman responded: "When asking whether 'would we intervene in the final instance?', the answer is once we assemble the facts and understand the situation, we will."

But the regulator clarified that compelling proprietors to divest clubs would be treated as a "last resort" and the authority would rather to collaborate with owners.

"The final option we would consider is begin intervening in an particular organization, an individual owner, without being in a position to cooperate with that chairman to fix the challenges confronting the team and the proprietor's dealing with," the chairman stated.

"But the truth is, when you look back over the history of the game, over the past few decades there have been some owners, not many, but particular people who have shown negligence in the approach they have taken toward their clubs and ultimately decline to assume obligation for the long-term prospects."

'If we get it wrong, extraordinary progress vanishes'

The chairman convened with officials from numerous teams to detail the scope of the oversight body this week and maintained it represented a "progressive gathering" with a "significant participation" from the National League to the Premier League.

"It's a job that's actually really important, because should mistakes occur, if the world of football gets it wrong, the remarkable development accomplished necessary will vanish incredibly quickly," the regulator warned.

"And that's what nobody wants in the terms of English football is a major achievement - we need to continue the progress.

"Considerable investment entering the sport and has been invested for the last 20 or 25 years, because certainty is lacking it will persist in entering the game, which is among the factors explaining I think we have to adopt a precise perspective on risk and of course, of the coming seasons."

Elite Division Worries

Top flight officials resisted the formation of an authority because of fears of a negative impact on the top-flight's competitiveness, but the regulator stated: "I completely endorse the prosperity and expansion as an economic entity of the Premier League.

"Being fully aware of the concern of undermining the division as a high-quality offering of England. But concurrently, if you consult with top flight officials after this week's discussion, they would have had a substantial amount of confidence -and, indeed, they have been advising us privately they have a considerable comfort."

Ideological Links

The regulator remains subject to a "comprehensive investigation" by the Commissioner for Public Appointments after he revealed he contributed money to the opposition group in 2020.

The chairman contributed funds to government minister the minister's leadership bid, along with that of the government leader.

"I have been entirely transparent regarding my former ideological connection [with Labour], and that party membership ceased the day the parliamentary committee confirmed my selection," the regulator explained.

"I am no longer involved in any sort of politics."
